Supporting Campus-Wide Infrastructure Modernization Through Strategic Cost Management
The Morgan State University Campus-Wide Utility Upgrades Project involved modernization and expansion of critical campus infrastructure to improve reliability, operational efficiency, and capacity for future growth. The broader program included high-voltage electrical improvements, telecommunications duct bank replacements, domestic water and steam distribution upgrades, district chilled water system expansions, and communications infrastructure improvements. These upgrades required careful coordination of multiple utility systems within an active university campus while maintaining existing operations and accommodating future infrastructure demands.
Anthony Management Group (AMG) provided design-phase cost estimating and construction change order evaluation support to the engineering design team. Services included developing detailed construction cost estimates at progressive design milestones, evaluating labor, material, equipment, and installation costs, and preparing independent estimates for proposed construction changes. AMG’s involvement supported construction budgeting, cost validation, change order negotiations, and informed financial decision-making. Through its estimating and change management expertise, AMG helped the project team assess construction costs, evaluate proposed modifications, and maintain financial visibility throughout the project’s development and construction phases.
